A colleague wrote on her school Ning (private), "In order to teach I have needed to get 2 degrees, my teaching standards are monitored by the headteacher, by Ofsted and by advisors, and let's not forget the GTCE. And now I'm told I may need a licence to teach. What's the point?" Quite.
